Prior Approval 

The UK Premium phone regulator, PhonepayPlus (PPP) insist that subscription services charging more than £4.50 in any seven day period receive their prior approval.

 

Billing Models Affected

Billing models where you DO require prior approval:

  • £4.51 per week
  • £4.51 per 8 days 
  • £4.51 per month
  • £4.51 per 6 months
  • £0.51 joining fee & £4.00 per week 
  • £4.01 joining fee & £0.50 per week 

Note: These are illustrative examples using unrealistic tariffs, to highlight that subscription services billing a user more than £4.50 in ANY 7 day period, must have prior approval. 

 

Billing models where you would NOT* require prior approval:

  • £4.50 per week 
  • £4.50 per 8 days 
  • £4.50 per month
  • £4.51 per 6 months
  • £0.50 joining fee & £4.00 per week 
  • £4.00 joining fee & £0.50 per week 

*Providing the service type does not fall into one of their other prior approval required categories, e.g. operator chat, children's services, etc. See forum entry UK - Premium SMS Regulations for more information.

 

Additional Requirements

When a service is billing more than £4.50 per week, a double SMS opt-in is required to confirm that the user agrees to the charges. The double opt-in must be in this format:

 

U have joined/subscribed to [name of service and optional description] for
[cost of service in £] per [billing frequency] until you send STOP to
[originating service shortcode]. Helpline [UK standard rate or free helpline
number]. To confirm text AGREE to this message/shortcode xxxxx.

Approval Process Cost 

The approval process costs £300, plus VAT (£345 including VAT).
