Approval Process

The same applies to both shared codes and dedicated codes, see forum entry Estonia - Premium SMS, Short Code Requirements. There is no formal carrier or regulator approval process to run on our shared lines in Estonia, e.g. we dont have to apply to the carriers or the regulator to get you permission to go live. txtNation will however check your service when you submit your service description as part of the account setup procedure. The typical time for service approval form feedback is one week, and it is roughly one week to get live once your CCF has been approved.

Message Flow Requirements

The same applies to both shared codes and dedicated codes, see forum entry Estonia - Premium SMS, Short Code Requirements for more information regarding Message Flow Requirements. We do not have specific message flow approvals on our Estonia lines that you must adhere to. Providing you are adhering to the regulations set by the regulator, that is all that is required.


 

Service Types

There are currently no specific regulatory documents available for Estonia regarding the service types allowed, however your CCF will be evaluated to ensure that your service is delivering value for money and is honest and fair.

We have found the following applies when applying for new services:

- Gambling is the only restricted service.

- For charity services, the same payouts apply to non-charity services, e.g. Estonia does not offer increased payouts for charity. 

- Adult content is only available with the activation of an adult short code.

- Subscriptions services are available but as Estonia is an MO billed country, subscription services are restricted in so much that you have to have users repeatedly text in to re-subscribe. 

 

 

Billing Types

We operate Mobile Originating (MO) billing shortcodes on our shared lines in Estonia. See forum entry "What are the SMS billing types available?" for more information on these billing types. 

 

 

Opt-in Process

- Premium rate transactions require a single Opt-in. (SMS-O)

- Standard rate transactions require a single Opt-in. (SMS-O)

- Web Opt-in requiring an MO response is available for transaction services. (WO-RAR)

 

 

Available Tariffs

The available tariffs in Estonia can be as follows:

€3.20, €2.24, €0.96

Shortcode and Keywords

On our shared codes in Estonia we operate on 4 digit shortcode which is the same number for each carrier. The full short code is provided on application.  Adult content is available with an adult dedicated short code.

 

 

Frequency and Amounts

Tax

The current Estonian rate of tax is available via Wikipedia. The out-payments on our rate cards are exclusive of VAT, so if you are VAT registered you can claim a higher outpayment than is shown. 


 

Dedicated Codes 

Dedicated codes are available with a 2 - 3 week lead time depending on carrier availability, the carriers approve based on their backlog, the time of year, price point and service type.
