The regulations in Turkey caters and covers all of the Mobile Payment types, that includes Premium SMS BillingStandard Rate Services and Short Codes.

Telecommunications sector regulatory and supervisory functions to be conducted by an independent administrative authority, the Law numbered 2813 and dated 27.1.2000 amending the Telecommunications Authority was established by Law No. 4502, No. 5809 dated 10.11.2008, a new arrangement with the Electronic Communications Act, and name information has been subjected to Technologies and Communications Authority as amended. Law of the Law numbered 2813 with a new set name was changed to the Law on the Establishment of interest Technologies and Communications Authority.

To fulfill the duties and exercise the powers given by laws of the public legal entity with administrative and financial autonomy, and a special budget of Information Technologies and Communications Authority of Information Technology and Communications Committee is composed of a President. Chairman of the Board's top administrative supervisor of the institution. Management and the President is authorized to represent the institution. The President may delegate in writing authority to others when necessary.

Vodafone Turkey is a mobile phone operator in Turkey, currently the country's second largest. It had 16 million active subscribers in March 2007 - approximately a 25% share of the market - and claims to cover just about all urban areas with a population over 5,000. Vodafone Turkey is also the owner of KKTC Telsim in Northern Cyprus. On December 13, 2005, it was announced that British-based mobile operator Vodafone had won a public auction to purchase Telsim, for a price of $4.5 billion. The old Telsim brand was phased out on 31 March 2007 in favour of Vodafone, in line with usual practice.

Turkcell (ISE: TCELL / NYSE: TKC) is the leading mobile phone operator of Turkey, based in Istanbul. The company has 34.1 million subscribers as of June 30th, 2011. In February 1994, Turkcell started Turkey's first GSM network. In 2011 it has a market share of 54%. Its competitors are Vodafone with a market share of 27% and Avea with a market share of 19%. Turkcell is the first Turkish company to be listed on the New York Stock Exchange (NYSE)(TKC), where its shares have been traded since July 11, 2000 along with trading on the Istanbul Stock Exchange (IMKB).

Turk telecom - Network name in txtNations system: AVEA-TR

Avea İletişim Hizmetleri A.Ş., currently operating under the Türk Telekom brand, is the sole GSM 1800 mobile operator of Turkey, was founded in 2004, and has reached a nationwide customer base of 17 million as of September 30, 2015.[1]

TT&TİM İletişim Hizmetleri A.Ş. was officially established on February 19, 2004 as a consequence of the merger between Aycell, Türk Telekom's GSM Operator and İş-TİM which has been established through the partnership of İş Bankası Group with a share of 51% and TIM_(brand) with a share of 49%. Following the merger, for a period Aria and Aycell brands existed under TT&TİM. A totally new brand "Avea", reflecting the synergy from the merger was introduced into the market on June 23, 2004. The business name "TT&TİM İletişim Hizmetleri A.Ş" was replaced with "Avea İletişim Hizmetleri A.Ş." as of October 15, 2004.

AveA (Aria and Aycell-AandA), the sole GSM 1800 mobile operator of Turkey, was founded in 2004 and has reached a nationwide customer base of 12.4 million by the end of June 2009.

As part of the application process for a short code, you will need to complete a txtNation Customer Care Form (CCF). It typically takes two weeks to receive your service approval form feedback and roughly 10 weeks to get live with the approval of your CCF. Application is required for all new keywords.

Messages Flow Requirements

End users are required to reply "EVET" to confirm transaction services, this forms the Double Opt (DO) in for Avea..

Notification messages must include price information and call center number.

 

Service Types

Microbilling/Micropayment clients are the only service allowed on Mobile Payment codes. Every other type of service needs to run on a Content code, which results in a lower revenue share due to taxation. The service must be in compliance with Turkish legal regulations subject to review.

Each service must be approved by operators, approval process takes approximately 5 days. To get approval from the operators, Company must fill the service forms. Donation services are not allowed (handled by other organizations). 

 

Billing Types

We operate on One-In One-Out (IO), Limited Charge (LC), Mobile Terminated (MT) billed line on shared lines in the Turkey. See forum entry "What are the SMS billing types available?" for more information on these billing types.

 

Opt-in Process

- Premium and standard rate transactions require a single opt-in for Turkcell and Vodafone. (SMS-O)

- Premium and standard rate transactions require a double opt-in for Avea. (DO

- Premium and standard rate subscriptions require a double opt-in. (DO)

- PIN opt-in not available. (WO-PIN)

- You can opt-in via the web with an MO response. (WO-RAR)

 

Shortcodes and Keywords

On our dedicated code in Turkey, we operate on a 4 digit shortcode for each carrier. 

  

Tax

The current Turkey rate of tax is available via Wikipedia. The out-payments on our rate cards are exclusive of VAT, so if you are VAT registered you can claim a higher outpayment than is shown.

 

Dedicated Codes 

Dedicated codes are available with a 10 - 12 weeks lead time depending on carrier availability, the carriers approve based on their backlog, the time of year, price point and service type.
