The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) was founded on March 14, 2008, as the Law on Electronic Communications no. 241-XVI of 15.11.2007 entered in force, the former National Regulatory Agency for Telecommunications and Informatics (ANRTI) being reorganised. Former ANRTI was founded on August 17, 2000, being one of the first regulatory telecommunications authorities in the post-Soviet space. ANRCETI is the legal successor of ANRTI.

The Orange company operates in Moldova since April 1998, a 94.45% share of Orange Moldova belongs to France Télécom. The company is also an internet service provider and fixed voice services (point-to-point) provider for business. Orange has GSM coverage of 99.4% of the population, and 98.9% of country' territory, plus 88.5% of 3G services. Orange owns 65.4% of the telecommunications market and serves two million subscribers.

Market Statistics

Summary

The mobile market has grown rapidly and accounts for the majority of total telecoms revenue. A triopoly of operators is dominated by Orange, while the launch of 3G/HSDP networks has opened up a new revenue growth opportunity centred on mobile broadband, with the mobile operators well positioned due to the lack of effective fixed-line broadband competition beyond the main cities. The near comprehensive geographical reach of their mobile networks, market brand recognition and existing customer relationships will make for steady subscriber growth though this will not be mirrored in revenue growth, which amounted to only about 5% in the first half of 2011. In mid-2011 the country’s smallest mobile operator Moldtelecom, operating under the Unite brand, launched 3G services (as Unite 3G). The network covers about two-thirds of the population, including all major cities and regional centres and many rural regions.
