Overview of our HLR and Mobile Number Portability Lookup (NPLU / MNP Lookup)

By design, our HLR Lookup is not meant to tell you if a MSISDN is active or not.  It's purpose is to tell you whom the current service provider is for a MSISDN.  The important thing to remember is that a MSISDN has various states within a country and within an operator.

It is possible to use a pure HLR Lookup service to test if a MSISDN has been on the network in the last 48 hours (there are a number of exceptions including Vodafone UK).  Many companies use this type of service to clean their prospect/customer list before they launch an SMS Campaign.  It saves on messaging fees!

For example:

  • A number may belong to Operator A's number range, but be ported out to Operator B. That number could be assigned to a customer or it may be identified for recycling, or ear marked for return to the regulator.
  • For many countries (see our HLR Lookup coverage), we have an authoritative list of all the numbers that are ported in and ported out of an operator's assigned number range.
  • If the HLR Lookup returns us a positive result, then you can be 100% sure that the MSISDN is active (we set the NPDI indicator*).  If the lookup returns a failure, then we will return you the network identity of the range holder (we will not set the NPDI indicator).
  • * NPDI - The Number Portability Dip Indicator tag indicates that an LNP query has been performed.

Errors:

  • txtNation will return errors if the number you supplied is not properly formatted.
  • The best possible answer is returned if a number is incomplete.
 
Error Code Example:
  • HLR Lookup, if unsuccessful, returns one of a number of error codes.
  • If that error code is 'Absent Subscriber' then the service user can use the code to remove a MSISDN from their database.
 

Our Gateway obfuscates all the HLR lookup error codes, and either returns you a successful result (which means number is live) or a failure (which could be a result of many issues on the network).

i) HLR MNP Lookup (NPLU):

Provides MNC and MCC Codes with full validation and response codes. Number Portability Lookup.

 

ii) HLR Real time Lookup (RTLU):

Provides MNC, MCC and also the IMSI and MSC, with full validation and response codes. IMSI Lookup.

Further Country Cases of Number Portability Lookup

UK

The UK is an unusual country as far as number portability is concerned.  There is no central number administration database, and Vodafone UK prevent HLR Lookups to all parties.  Hence, we currently fully resolve all UK mobile numbers except Vodafone ported out. - If you query a Vodafone number our Gateway responds based on number range info. - If the Vodafone number has been ported out, our Gateway response will still come up as a Vodafone number. - If a number has been ported in to Vodafone, our Gateway response will be correct. NOTE: Vodafone UK is only reachable with the NPLU, it is still blocked with RTLU. To be more accurate, it's blocked if the number range belongs to Vodafone.


So... this implies an error rate of maybe 5-8% for the whole of UK (Vodafone have 25% market share, however no stats on how many ported out... so estimated at 20%). This could be significantly better than a pure HLR lookup service which will not provide responses for Vodafone, implying an error rate of 25%.
